Kansas City is not located in Kansas because it was actually founded in the state of Missouri. The city was established at the confluence of the Kansas and Missouri rivers, and its name was derived from the Kansas River. However, the majority of the city is situated in Missouri, with only a small portion extending into the state of Kansas. This has led to some confusion over the years, but the city's primary location and governance remain in Missouri. **

However, given the pressure of the situation and the distance of the field goal attempt, it's possible that the penalty may have had an impact on the outcome. Without the penalty, the kicker would have had a shorter distance to kick from, increasing the likelihood of a successful field goal. Ultimately, it's impossible to know for sure what would have happened without the penalty. **
